Totto Land! Emperor Big Mom Appears

Luffy and Chopper stand awestruck before a bustling town fashioned almost wholly from chocolate. On the Sunny, Nami and Carrot try on new dresses and Nami clobbers Brook for peeking. Pekoms says it takes a day to reach Whole Cake Island and tells them to stock up first. He explains Big Mom's dream of a utopia where every race lives together, and that thirty-four minister-ruled islands form Totto Land. This place is Chocolat Town on Cacao Island, governed by Minister Chocolate; its chocolate is edible, but eating the roofs is forbidden since they shield residents from the rain. Pekoms goes looking for Luffy to disguise him, only to learn he has already wandered off, just as a shout rings out that someone has eaten an entire cafe.

A furious officer accuses the bloated Luffy and Chopper of devouring the cafe, but the building's owner swoops down on a flying carpet and unexpectedly scolds them for not finishing the whole structure, passing them off as dismantlers she hired. The officer apologizes and congratulates the owner, Charlotte Pudding, on her wedding. A wolf mink recognizes Pedro, who quietly claims to be on vacation. Over tea at another cafe, Pudding thanks Luffy for praising her original recipe, then asks the team their names; Luffy blurts out who he is despite Nami's efforts to silence him, leaving Pudding aghast. On Whole Cake Island, Big Mom learns the Tea Party is three days away and that Sanji has arrived. Her subordinates report securing cake ingredients by killing those who guarded them, and Big Mom notes she has heard Luffy is in her territory.

The anime expands Luffy and Chopper's romp through Chocolat Town, adds Brook's questions about chocolate panties, and shows extra footage of Amande, Diesel, and Randolph before their manga reveal. In the Bloody Party sequence, the flower and furniture homies answering Big Mom are replaced by two female singers in black dresses and sunglasses. Carrot needs binoculars to view the island's inhabitants, and the doomed islanders supplying cake ingredients are aware of Big Mom's Tea Party goal. This episode continues the Whole Cake Island Arc.
