When the Kingdom's Rule is Over! The Flag of Conviction Lasts Forever

Luffy storms back into Drum Castle to settle things with Wapol, while outside Chopper tells Kureha that the captain called him a friend. Hoping to slip away and return Vivi to Arabasta, Nami grabs a coat but runs straight into Wapol, who pegs her as one of the pirates. He uses his Devil Fruit to slim down and lunges to devour her, only for Luffy to kick him in the face. Nami then clobbers Luffy for ruining her bargained jacket and demands he pay her for it.

Wapol races to his armory to eat its weapons and become a living arsenal, but finds his key missing, swiped by Nami who hoped it opened a vault. He flees to the dome and unveils his prized Bliking Cannon, yet it fires nothing but the snowbirds nesting inside. Meanwhile a gondola carries Zoro, Usopp, Vivi, and an ailing Dalton up the ropeway, with Dalton carrying dynamite to level the castle. Luffy seizes Wapol, rejects his bribes, and blasts him far from the island with Gomu Gomu no Bazooka. Dalton vows the kingdom will be reborn and bows to Chopper in gratitude. When the frightened villagers brand the reindeer a monster, Luffy declares him a new crewmate, and Chopper bolts off with Luffy chasing after.

Luffy kicks Wapol away from Nami and pursues him through the castle. Nami's theft of the armory key foils Wapol's plan to become a human weapon. Wapol's ultimate cannon proves empty. Luffy launches him off the island for good after he threatens Hiriluk's flag. Dalton thanks Chopper and pledges to rebuild the nation, and Luffy invites Chopper into the crew.

This entry debuts several techniques, including Wapol's Slim-up Wapol, Ningen Heiki, and Bero Cannon, alongside Luffy's Gomu Gomu no Bow Gun and Bazooka variants. The anime expands a few moments absent from the manga, lengthening the reunion between Nami and Sanji inside the castle and the exchange between Kureha and Chopper outside it.
