One Piece Fan Letter

The special weaves several small stories that all unfold on the Sabaody Archipelago as the Straw Hats prepare to regroup after their two-year separation. Ordinary residents, off-duty soldiers, and a star-struck child are each pulled into the day's mounting chaos. At its center sits a young girl who came to worship Nami after spotting her wanted poster during the great war, and who now hopes to hand her idol a letter she has written.

Around the girl's quest, the episode threads in a pair of Marine brothers, squabbling bar patrons debating the world's finest swordsman, and a Soul King concert that floods the streets, all while several Straw Hats quietly move through the crowd unrecognized.

The girl skips an errand and races toward the port, reasoning from Luffy's coded "3D2Y" message that the crew will surface that very day. Her path keeps tangling with the younger of two Marine brothers, who accidentally scoops up her dropped letter, mistaking it for the official delivery in his bag. That delivery is an activation key for a secret weapon that base GR66 intends to use against the pirates, overseen by an officer nicknamed the Benevolent King of the Waves, whose real soft spot is for Chopper.

Inside a tavern, Zoro and later Sanji each silently endure the patrons' mockery before knocking heads and walking out. The girl crawls under the table chasing her letter but grabs the lookalike passkey envelope by mistake. The older brother, secretly inspired by Luffy's fight to save Ace, comes to admire how the pirate's example kept his own sibling alive. After the order comes down that the new weapon could poison the sea, the officer rushes to halt it for Chopper's sake.

In the finale, the girl boards the Marines' boat, retrieves her real letter, and forces a delay long enough for the Straw Hats, Nami among them, to dive beneath the surface and escape. She tears up her letter at the last moment, the toxic weapon is scrapped, and she later apologizes to the two brothers as the bickering patrons move on to arguing about Franky, Buggy, and Shanks.

The adaptation reworks its source novel heavily. Every chapter is relocated to Sabaody, the two soldiers become blood-related locals, and the swordsman debate is trimmed to Mihawk, Vista, and Zoro. Nami's protagonist is recast as the young admirer, whose stalling action replaces the Kuja Pirates in delaying the officer. The weapon itself, a ship-dissolving toxin, is an anime invention, as is the officer's lowered rank of Lieutenant Commander. Several long-unanimated details were also added, such as Doflamingo's visible strings severing Little Oars Jr.'s leg.
