Ruluka Government

Once Wetton walked away from raiding and seized control of Ruluka in search of a quiet life, he stood up this governing body to dominate the island's residents through fear and force. Its true aim was money. Henzo needed funding for his study of the Rainbow Mist, and the Rainbow Tower had to be raised, all in service of lifting the lost wealth of Ape's Concert from beneath the waves.

To bleed its citizens dry, the regime imposed absurd levies, charging people simply for eating meals they had already paid for. Enforcement fell to a uniformed corps dressed in purple suits and helmets stamped with the old emblem of the Wetton Pirates, split into branches such as the Collection Party and the Dynamo Team. Anyone who pushed back was shipped off to a labor camp and worked without mercy on the tower from sunrise until nightfall.

Wetton, the former pirate captain turned mayor, sat at the top of the whole structure. The operation finally collapsed when Marine officer Rapanui Pasqua arrested Wetton's family for profiting off salvaged treasure, dissolving the government in the process.
