Titled "New Emperors," this chapter sees Morgans broadcast the huge new bounties for Luffy, Law, and Kid, Robin learn that Pluton lies in Wano from the unmasked Sukiyaki, and Kid reveal that Buggy has joined Shanks, Blackbeard, and Luffy among the new Four Emperors.
In Mary Geoise, Saint Topman Warcury rages at a marine to reprint the papers, alter Luffy's bounty photo, and strike the D. from his name, only to learn the image came from CP0's Guernika and that the printing firm cannot be reached. As the Elder orders distribution halted, Morgans laughs that spreading the story worldwide is now his to do, noting Cipher Pol's signal cut off right after meeting the Big Mom Pirates' ship. Consequently, the defeats of Big Mom and Kaidou reach every corner of the globe, and the three responsible, namely Luffy, Trafalgar D. Water Law, and Eustass Kid, each receive a 3,000,000,000 berry bounty, stunning the Heart and Kid crews.
At the Flower Capital castle a cook prepares the feast while Jinbe drinks alone, Luffy, Yamato, and Chopper revel, and Brook performs "Moon Princess." Down in the basement, Tenguyama Hitetsu finds Robin examining his Kokeshi collection beside a Poneglyph, admits the room was once his hobby space and later his prison, then removes his mask to reveal himself as the former shogun Kouzuki Sukiyaki. He confesses he hides his survival out of shame for letting Orochi seize power, and when Robin asks whether the ancient weapon Pluton truly rests in Wano as the Arabasta Poneglyph stated, he confirms it does.
At Udon's old prison mine, Ryokugyu, whose true name is Aramaki, subdues every imprisoned Beasts Pirate, including King and Queen, draining their fluids with root-like fingers. He orders a warship to Wano and tells the Marines to keep Sakazuki in the dark, admiring the fleet admiral's ruthless methods and aiming to win his favor with Luffy's head. As the party swells, Kid storms in vowing to kill Luffy, is grabbed at once, then frees himself and reveals the new Emperors: Red-Haired Shanks, Blackbeard, Luffy, and, startlingly, Star Clown Buggy.
Morgans circulates worldwide newspapers reporting the fall of Kaidou and Big Mom, and the Five Elders fail to suppress it. Luffy, Law, and Kid each gain a 3,000,000,000 berry bounty with updated posters; the awakened form is shown on the wanted poster Guernika photographed for Luffy, and the Elders' order to drop the image and erase the D. arrives too late for the Marines. The alliance and citizens party in the Flower Capital streets, where Tsurujo is revealed alive and reunited with Kin'emon. Robin finds the basement Poneglyph and meets Tenguyama Hitetsu, who unmasks as Kouzuki Sukiyaki, explains his imprisonment under the castle by Orochi, asks her to keep his identity secret, and confirms Pluton is in Wano. The admiral, whose true name is Aramaki, appears in full for the very first time, defeating King, Queen, and others in the Prisoner Mine and resolving to act against the pirates even without Sakazuki's leave. Kid charges Luffy and shows him the paper naming the new Four Emperors, with Luffy and Buggy replacing Kaidou and Big Mom.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....
