Chopper's bounty rises to a meager 1,000 berries owing to his pet status, Nami's to 366,000,000, Brook's to 383,000,000, Franky's to 394,000,000 though his poster now bears the figurehead of the Thousand Sunny, Usopp's to 500,000,000, Robin's to 930,000,000, Sanji's to 1,032,000,000, Jinbe's to 1,100,000,000, Zoro's to 1,111,000,000, and Luffy's to 3,000,000,000.
On Karai Bari Island, Buggy's crew marvels that he seemingly recruited Mihawk, unaware that Crocodile holds Buggy by the hair while Mihawk's blade hovers over his separated head. Crocodile resents Buggy being treated as Cross Guild's boss when the group was meant for himself and Mihawk. Through flashbacks it emerges that after the Warlord system dissolved, Crocodile proposed the alliance to the hunted Mihawk, once called the Marine Hunter, and the pair, with Daz Bonez, smashed the Marine ships sent for Buggy. Buggy, deep in debt to Crocodile after his giant earners quit, surrendered his delivery service as collateral, and his followers' blind devotion led to him being billed as leader. Mihawk decides letting Buggy serve as figurehead suits him, since he prefers a quiet life to being an Emperor.
At Marine HQ, officials weigh Buggy's reputation, his ties to Shanks, and Crocodile and Mihawk's involvement, then set bounties of 1,965,000,000 for Crocodile, 3,590,000,000 for Mihawk, and 3,189,000,000 for Buggy, cementing his Emperor status. On Momoiro Island, Ivankov reassures Koala that Sabo and the commanders are safe; Dragon admits that if Sabo truly killed Cobra he will not forgive him, and asks Kuma what he witnessed as Koala answers a call, wiretapped by the Marines, on which Sabo's voice rings out.

Flashbacks show Cross Guild's formation, Crocodile's contact with the hunted Mihawk, the attack on the Marine ships, and Buggy's debt. New bounties are revealed for Crocodile at 1,965,000,000, Mihawk at 3,590,000,000, and Buggy at 3,189,000,000. The Revolutionary commanders reach Momoiro Island with Kuma, Dragon vows never to forgive Sabo if he killed Cobra, and the Marines tap into a Den Den Mushi call that Sabo places to Koala. With this installment, both the Egghead Arc and the Final Saga begin.
