At first the quartet appears lost beneath the wave, but Paulie has snagged all four with his ropes and drags them from the water. As the collapsing bridge gives way, the group scrambles to Zousenjima and reaches it just as the onlookers gape at the wave's terrifying height. Paulie and Kokoro stress that this year's surge was abnormal, and that a wave of that size every year would have erased the city long ago. Once Nami recounts everything, Luffy demands a boat so they can chase the others.

Paulie explains that no vessel could survive the seas right now, and that only one Sea Train exists, the Puffing Tom. Nami counters that waiting for morning would be fatal because Enies Lobby holds the Gates of Justice. She describes the place as a courthouse island where being delivered there counts as proof of guilt, and once through the gates a prisoner can reach only Marine Headquarters or Impel Down, an infamous lockup for the most dangerous criminals. Paulie asks whether they are truly prepared to declare war on the World Government. Luffy insists he will commandeer a ship by force, and Kokoro intervenes, agreeing to start up a second Sea Train crafted by Tom.
