Nestled between rocky outcrops, the Sunny completes its landing while Luffy announces the crew loudly. He tries again to climb onto Momonosuke and fly as they once did, but the boy insists he has no such skill and only faintly remembers a shadowy hand and a voice that wanted his name. Their bickering over a samurai's courage earns a rebuke from Kin'emon, who afterward volunteers to dress the group in local clothing for their visit.

For emergencies, Law presses a Vivre Card aimed at Zou into Nami's hand, then spreads out a Dressrosa map that a crewmate had sketched. The party divides into three groups for their separate tasks. Wandering the streets, Luffy's team takes in the celebrated flower beds, the women dancing without rest, and the unnerving toys that move and speak alongside the citizens. Word reaches them that a woman here will stab any man who betrays her. Reaching the harbor of Acacia, they catch a gang feeding a blind customer false roulette outcomes to bleed his money, and the moment Luffy calls out the lie, the stranger pins the crooks with an unseen weight and lets a collapsing floor swallow them into the dark.

As a precaution, Law entrusts Nami with a Vivre Card pointing toward Zou. A buried fear surfaces in Momonosuke, who turns out to dread heights after recalling the figure that demanded his name. The crew settles into three assignments: one team of Law, Usopp, and Robin will travel across the island and over a long northern bridge to hand Caesar over at Green Bit; a second of Nami, Chopper, Brook, and Momonosuke remains behind to mind the Sunny; and the last, made up of Luffy alongside Zoro, Sanji, Kin'emon, and Franky, will wreck the SMILE Factory and recover Kanjuro. Living toys and a centuries-old fairy legend are revealed as part of Dressrosa, and the blind gambler at Acacia shows what looks like control over gravity, hurling the swindlers through the floor.

On the cover, the Caribou serial follows him into a building where weapons are being manufactured. Kin'emon outfits the men in dark suits and false beards, joking that the island's women wear nothing, a remark that thrills Sanji and angers Nami.
