Sparks of Rebellion

A short while before, Law had walked out of Ebisu Town to save his crew, scolding Shinobu for poisoning the alliance. In the now, Usopp cannot see why she pinned the leak on the Heart Pirates, but Nami gets it, confessing that either of them would probably talk if seized. A trio of belligerent men draws their attention, and an old woman lays out each one's crimes: an arsonist who bribed his way clear, a lumber seller who cashed in on the fires, and a priest who gouged mourners at the funerals, all three fleeced after falling for Komurasaki. She then insists none of it is true, which only deepens Nami's doubt, while Usopp places the trio from their earlier assault on Komurasaki.

Indoors, Tonoyasu tells the gathered Straw Hats that the secret message spread the Kouzuki name so well it tipped off the enemy. He asks that Kin'emon be told he will stand in the last battle, then leaves to make his rounds, distributing food and drink. The old woman notes that his daughter Toko hands him most of what she earns in the capital, yet he keeps almost none of it, sharing it out until the whole town adores him.

Down in the mine, Hyougoro presses Luffy to force every ounce of Haki into a single fist. Luffy sends Madilloman and a crowd of guards flying but still cannot project the coating. The two spar until dark, when the guards clock off and abandon them foodless. Asked why Kaidou is his target, Luffy lays out the Four Emperors and his aim to overtake them all as Roger once did, a name Hyougoro knows from Roger's long-ago visit to Wano. Caribou then slips in and Raizo emerges from inside him to recount the time jump that flung Kin'emon's band forward. Irritated but willing, Luffy takes Caribou into his service.

Buoyed by the Kouzuki's survival, Hyougoro reveals that Udon is five joined jails packed with a vast prisoner population, most of them locked away purely for defying Orochi, including the veteran yakuza chiefs. He calls the place a quiet furnace of resentment the regime overlooks. Luffy resolves to smash it open and win every one of them, though Raizo warns it will hardly be simple. Out in the badlands, Big Mom's party rolls into Udon at last.

Tonoyasu turns out to be Toko's father, and neither Kanjuro nor Shinobu had recognized him. Luffy still fails to loose the Haki shockwave, called Ryuo locally, and the Sumo Inferno halts for the night. The key Raizo mistakenly grabbed belonged to Caribou's Seastone cuffs. Reunited with Raizo, Hyougoro commits to recruiting. A map shows five linked Udon prisons, and their inmates are mostly rebels, among them the bosses of the region's five yakuza clans.
