Eel Dragon looms over the rooftops as a massive, two-headed serpent. Each head opens into a round, lamprey-style mouth ringed with concentric rows of needle teeth and studded with roughly eight bulging eyes across its top surface. A line of large white spines runs the full length of its segmented body, and its deeply creased, leathery hide gives the whole coiling shape a grotesque, worm-like look.
It is unclear whether the creature possesses any real mind, and nothing at all is known of its temperament. It behaves purely as a destructive force loosed on the city.
