Ramua

In her disguise Ramua looks like a pale woman with purple hair, red streaks tracing down her cheeks, and a small black star marking one of them.

She works as a patient, deceptive servant of the Dark Kingdom, content to run a storefront scam that quietly bleeds her customers rather than confront the Guardians head-on, turning to force only once she is cornered.

Ramua sets herself up as the proprietor of the Clock Look, a shop stocked with cut-price clocks that are secretly cursed to siphon energy from whoever owns them. After Usagi's family brings a few home, the timepieces glow at night and accelerate their owners' sense of time, forcing the sleepers to churn out energy for Ramua and Jadeite to harvest. Suspicious of the strange clock, Luna carries it to Ami, whose computer finds no inner mechanism at all, only a device that pours out a beam of light.

The trio head for the shop, where Sailor Moon blows open the locked door, though the breach seals itself and shuts Luna out behind them. Confronted inside, Ramua drops her human guise and vanishes into an enormous clock, luring the two Guardians into a realm of warped time that briefly reverts Sailor Moon to a small child. Sailor Mercury steers them to their foe, but Sailor Moon buckles from drained energy while Ramua freezes time around Mercury and readies a spear to finish them. Tuxedo Mask's rose shatters the great clock face, undoing the energy-draining spell, sapping Ramua's strength, and freeing the pair; Mercury veils the space in mist with her Bubble Spray, and Sailor Moon ends the fight with Moon Tiara Action, destroying both Ramua and her collapsing dimension. Command over the flow of time was her defining power throughout.
