Shakoukai is the second monster Kunzite brings to life in the Dark Kingdom arc, formed from an English noblewoman named Countess Rose. Sheathed in clam shells and keeping a prim, upper-class air, she is dispatched to sniff out Sailor Moon's identity.
She takes the form of a woman with purple skin, draped and dressed in shells of yellow that cover her much like a wardrobe. The clam-shell motif and her haughty poise both nod to the wordplay in her name, which echoes the term for a giant clam while also meaning high society.

Kunzite converts Countess Rose, an aristocrat from England who runs the Princess Seminar, into the monster as part of a plan to unmask Sailor Moon. His theory hinges on spotting a girl who fumbles every lesson except frisbee, a nod to the Moon Tiara Action throw. In the final session everyone passes but Usagi, Rei, and Minako, who stumble at ballroom dancing. Shakoukai welcomes the successful students, among them Makoto and Ami, and traps them in wax, then declares that Sailor Moon must be one of the three who failed.
The girls dodge the wax and transform, yet their attacks do nothing to her. The tide turns when Tuxedo Mask and Kunzite arrive and start barking opposing commands, leaving the monster unsure whom to obey. Sailor Moon seizes the moment to destroy her, which undoes the transformation and restores Countess Rose to human form.
