Vol.4 The Ambition of Petite Pandora

A newly arrived idol named Petite Pandora leaves audiences spellbound, and one wink is enough for her to bend anyone to her will. She uses this power to carry off large numbers of students, all as part of a scheme to avenge her older sister, whom Sailor V had earlier destroyed. Once her army of thralls grows large enough, she issues a formal challenge to the Guardian of Justice. Their clash ends with Sailor V standing victorious.

Sailor V beats detective Toshio Wakagi to a robbery and leaves the thieves bound, souring his mood. At home, Minako is dumped off her futon by her mother and complains about juggling school with hero work before Artemis silences her. She blazes through homework with her pen and heads out shopping with Hikaru Sorano, insisting that outsmarting the police counts as training. At headquarters, Toshio argues that Sailor V is suspicious, but Inspector General Natsuna Sakurada, who founded a special unit precisely because of the heroine, throws him out and then privately gushes over a hidden poster of her idol.

Furious at a newspaper crediting Sailor V, Petite Pandora vows to kill her and enslaves her own concert crowd with a wink. Rumors at school link her to the earlier idol Pandora, sparking Minako's suspicion. The villain enthralls more victims around town, then drops a challenge letter at the police desk warning that her captives will die unless Sailor V appears at a set place and time. Boss soon relays word of the disappearances and orders Minako to confront the idol if she proves to be the enemy.

At Shiba Park the police lie in wait, so Minako avoids revealing her hero identity and instead disguises herself as a handsome idol boy, banking on the villain's fixation with beauty. Petite Pandora descends from a blimp on a swing, winks the male officers and Toshio into thralls, and is charmed by the disguised Minako, who promptly becomes Sailor V. The idol admits she seeks revenge for her sister and hurls her slaves forward. Crescent Beam strikes home, melting the villain into a lethal, reeking gas, which Sailor V neutralizes with Venus Power, Love Crescent Shower, freeing every captive. Artemis praises her yet hints her true mission has barely begun, refusing to explain further before she slips away from the fuming Toshio and the swooning Natsuna.

The chapter debuts detective Toshio Wakagi, Inspector General Natsuna Sakurada, the antagonist Petite Pandora, and the Shiba Park setting, while showcasing both Crescent Beam and Venus Power, Love Crescent Shower. A small opening detail shows Minako dozing with the first collected volume of Codename: Sailor V resting beside her.
