Solidly built and entering middle age, David keeps his light brown hair pulled back into a small ponytail and sports a tidy beard alongside blue eyes. His debut outfit is understated: a plain white collared shirt worn with grayish beige trousers.

Cunning and fiercely devoted to his country, David proves willing to reach for whatever methods serve his goal, chiefly the recruitment of exceptionally strong S-Rank Hunters into America's ranks. The loss of his daughter to magic beasts weighs on him, and during humanity's darkest stretch that grief nearly drives him to take his own life before Jinwoo intervenes.

After the fourth Jeju Island raid, Deputy Director Michael Connor shows David footage of Jinwoo battling the Ant King. Convinced such talent is wasted in Korea, the two resolve to lure him to America, but the attempts by Adam White and Norma fail, pushing David to draft fresh plans. At the International Guild Conference he dangles Kamish's runestone before Jinwoo, only to learn the hunter cares nothing for it and merely wants to view the dragon's preserved body. David grasps that Jinwoo intends to raise Kamish as a shadow soldier and grants permission, then watches in astonishment as the shadow shatters its containment before dissipating.

Later at the conference David announces Christopher Reed's murder and names a suspect found inside an American Gate, a man Hwang Dongsoo beat brutally before torching the Bureau headquarters. Pressed by Liu Zhigang, David reluctantly discloses that the suspect is Jinwoo's father. He then brings Jinwoo to Norma, where the two explain that someone is hunting the world's strongest hunters and ask for his protection. Jinwoo declines the offer of Kamish's runestone but agrees to meet those the Bureau wants safeguarded.

As the Monarchs' war erupts, David attends the world summit Woo Jinchul convenes in South Korea, where Jinwoo reveals the threat by conjuring multiple Gates. With Antares ravaging North America, a despairing David, drinking heavily in his office and contemplating suicide, is approached by Jinwoo via Shadow Exchange and finally surrenders Kamish's runestone for humanity's counterattack. After the Rulers use the Cup of Reincarnation, David loses his memories of the original timeline; as CIA Director he turns again to Norma over a mysterious young fighter, then chooses to trust her and let the matter rest. In Ragnarok he wins the presidency by a landslide, weathers a turbulent term, recognizes Thomas Andre as a National Level Hunter, and seeks Norma's counsel during the North Pole crisis as she departs with Thomas for South Korea.
