Wheeler gives up the stolen files only to turn the tables in an instant, escaping into the sewers with WISE at his heels. When Fiona finds him standing over a beaten Twilight, her devotion boils over into pure rage.
Ringed by WISE agents, Wheeler offers up his bag in exchange for his freedom. Fiona is not fooled: a full search recovers the documents from inside his jacket, but she refuses to release a man who has committed their contents to memory. Wheeler explodes out of his restraints, hauls Red 4 into a chokehold, and demands Fiona's gun. Her answer, that every agent arrived in Ostania prepared to die, does not slow him. He hurls his hostage at her, cuts himself free with the man's knife, vaults a railing down one level, and kills her shot by hurling the blade straight into her gun barrel before disappearing into a sewage pipe.
Leaving the files and Red 4's first aid to the Agent still dressed as Gascoigne, Fiona calls for backup and pursues alone. She steels herself with visions of dying nobly in Loid's arms, then pictures Yor consoling the grieving widower afterward and promptly resolves to survive at any cost. Deeper in the tunnels, an exhausted Loid, still wearing Yuri's face, limps toward a safe zone when the footsteps trailing him go silent and Wheeler attacks from behind. The impersonation buys nothing; Wheeler matched the rhythm of those footsteps to ones he heard earlier and realizes he has stumbled onto Twilight himself. In no condition to fight, Loid is beaten unconscious.
Fiona follows the sounds of the struggle and freezes at the sight of Wheeler crouched over the broken body of "Yuri Briar." She refuses to accept that the man on the ground is Twilight until Wheeler's taunting forces the truth on her. As he reaches to strip away the mask, a furious stomp announces that Fiona has stopped holding anything back.
WISE recovers the stolen documents, but Wheeler escapes custody through a hostage play and a knife throw that disables Fiona's pistol. Because he has memorized everything in the files, capturing him remains essential.
Wheeler defeats the wounded and exhausted Loid in the sewers after seeing through the Yuri disguise, setting up Fiona's enraged intervention moments before Twilight's identity can be exposed.
The sewer confrontation puts Loid and Wheeler face to face again after their long-ago stint as WISE colleagues. In the original digital release, Fiona's ponytail goes uncolored in one panel on page 8, an error corrected for Volume 12.
