Thick black eyebrows and a long, wispy mustache dominate Shachi's rugged face, which sits atop a heavily muscled, bulky frame suggesting a man well into middle age. He keeps his black hair grown out long. By the time the Tsukiyama operation has passed, his beard has filled in considerably, lending him a distinctly unkempt look.

For all his raw power, Shachi carries himself with unusual composure and refuses to take lives without cause, traits that mark him as one of the steadier figures within Aogiri Tree. Tatara may read that restraint as softness. In combat he has a peculiar habit of barking out single words, terse phrases that tend to hide a deeper meaning. He holds genuine regard for humanity, or at least for the martial disciplines humans have refined, and boasts that he has pushed those arts further by fusing their technique with a ghoul's physical power. Species boundaries mean little to him, and he strives to live without being ruled by them.

Shachi rises to lead the ghouls of the 6th Ward, taking the Kamishiro name from the mentor who raised him and drilling his followers into a stronger group. Years earlier he had come across a young Rize as she fled from the organization V, and, moved by the exhausted girl, he took her in as both daughter and pupil, teaching her to read and prizing her independence. As Rize matured her hunger turned voracious and reckless, straining their bond and eventually drawing the CCG down on the ward. In the aftermath Shachi is captured and locked away in Cochlea.

A raid on Cochlea by Aogiri Tree sets him loose, and Eto approaches him with the promise of reuniting with Rize. He strikes a bargain with Yoshimura, an old friend, agreeing to watch over Yoshimura's daughter Eto in return for Rize's protection. When Kaneki's group closes in on the nurse Taguchi, Shachi appears to seize her and overpowers Kaneki with ease, mocking the half-ghoul's confidence before carrying the captive away. The two clash again inside Kanou's laboratory, a more even bout in which Kaneki senses he is being held back. Shachi weathers the assault, deals heavy damage, and stands aside as Kanou makes his pitch to Kaneki. He quietly acknowledges Yomo when the latter comes for Rize, then departs with Kanou after subduing Kaneki once more.

Even in his devotion to Rize, Shachi urges Nishiki and Yomo to be rid of her once Yoshimura is captured, judging her too dangerous to keep, and insists that protecting her was simply his duty as a parent. His reputation is fearsome: Shinji Michibata rates his strength above Noro's, and he twice bests the SS-rated Kaneki with little trouble. Born a ghoul, he wields a bikaku kagune shaped like an orca's tail, oversized and lethal, paired with blinding speed, crushing strength, swift regeneration, and mastery of hand-to-hand combat. His end comes months after the Tsukiyama operation, when Kishou Arima and two other investigators hunt him on V's orders. Shachi shatters a bridge, downs the lesser investigators, and spots a hesitation in Arima's strikes that he attributes to failing eyesight. He gambles on attacking the Reaper's blind spot, but Arima slips the blow, drives Narukami through his eye and throat, and finishes him at point-blank range. Dying, Shachi praises his killer's skill and calls out for Rize to flee.
