
The siblings' history unfolds: hunted as children, forced apart by loss, and split by clashing beliefs about coexisting with humans. As Ayato prepares to end Touka's life on the rooftop, Kaneki arrives at the last moment to shield her.
A flashback follows investigators Yukinori Shinohara and Kureo Mado as they hunt for the children of the ghoul known as the Corpse Collector, questioning neighborhood residents for leads. Ayato Kirishima and Touka Kirishima, meanwhile, wait at home for their father. When Satou visits with food and grows suspicious of why they refuse her cooking, she forces the dish on Ayato. The watching investigators catch her signal, decide the children are ghouls, and storm the room to seize them. Touka unleashes her kagune, strikes one of the officers, and flees with her brother.
Years later the two grow into reckless young ghouls. Shuu Tsukiyama approaches them in search of a same-species meal, and they drive him off. Frequently reprimanded by Yoshimura, Touka takes his advice and begins attending school to melt into human life. The gap between her and Ayato widens as their views on living among humans diverge, and he eventually abandons their shared apartment for the 14th Ward, where he wreaks havoc in the feeding grounds.
In the present, atop the roof, Ayato bids Touka goodbye and moves to strike a final blow, but Kaneki breaks in and rescues her before it lands.
A flashback shows the CCG identifying the young siblings as ghouls, prompting Touka to fight free and escape with Ayato. As teens they repel Shuu, and Yoshimura's guidance pushes Touka into human society while Ayato drifts toward the 14th Ward. In the present, Ayato's killing blow is stopped when Kaneki arrives to save Touka.
