A flashback to Teihou University shows Akihiro Kanou being brought into the Ghoul Research Society, regarding the group as though they were insects in Hisashi Ogura's memory. In the present, Kaneki recognizes Ogura as the broadcaster who once vilified ghouls on television. Ogura apologizes and professes deep regret, and when Tsukiyama asks what he might have done had they proven hostile, Ogura says he offers his card only to people he trusts. The talk moves to Kaneki's base while Tsukiyama cues up a karaoke track.

Ogura recounts how the Great Wheel Act began with students at Kamii University before Sen Takatsuki outed herself as a ghoul, only to be shut down under tightening rules. Though its people and shape have changed, the group still holds that its members merely happened to be born human, and it aims to fix a world where birth alone dictates which side one lands on. He recalls a medical student who lived by those ideals and loved a ghoul, a detail that visibly rattles Nishiki, who recognizes the woman. As Ogura's aide notes that humans and ghouls differ only in how their bodies handle Rc cells, Tsukiyama points out that Rc suppressants could let them treat Akira. Kaneki proposes raiding the CCG lab to steal the suppressants, recalling their sharp odor.

At a CCG conference the Special Class investigators note that the Clowns pulled back after losing roughly a tenth of their number. Furuta explains that the enemy is wearing down the CCG through scattered yet coordinated raids that force it to spread thin. His plan has Juuzou Suzuya assume the role Arima left behind to guard the main office, the presumed next target, and Koori Ui volunteers to shoulder the consequences. Later, Ui, Takeomi Kuroiwa, and Saiko gather at a bakery run by Yoriko Kosaka, where Takeomi abruptly proposes to Yoriko, startling Saiko into spraying her drink over Ui.
