Summary

Kichimura Washuu's bizarre appearance stirs an uproar throughout the CCG. When Koori Ui demands an explanation for the outfit, Kichimura says the agency is throwing a party, presents himself as the new bureau director, and reveals his fresh fighting force: a troop of Oggai children. He announces that the Oggai will form a new Quinx unit conceived by Yoshitoki Washuu, argues that the project's value has been proven through Kuki Urie despite heavy criticism, and vows to honor his predecessor's vision through the children.

Claiming the Clowns baffled the public by raising a wall of flesh, Kichimura has a row of them dragged out on their knees alongside a figure resembling Haise Sasaki. He presses the captive on whether he was the One-Eyed King who led the Clowns, ordering an Oggai to kick him when he stalls, and once the false Sasaki confirms it, Kichimura brands him a traitor and a criminal who aided ghouls. The Oggai then behead the impostor Sasaki and the Clowns before the horrified crowd, after which Kichimura roars that their mission is to seize Tokyo and wipe out every last ghoul, whipping the audience into cheers for their director.

At re:, Shuu Tsukiyama, Kurona, Chie, Naki, Idera, Hooguro, and Nishiki discuss how word of the CCG destroying the One-Eyed King is racing across the internet and newspapers. Chie observes that Furuta is reshaping the agency, which under its old leadership had been closed off and secretive, and Nishiki wonders whether the false reports will push Kaneki to declare himself alive.

Atop a building, Seidou Takizawa meets with Kaneki, and the two weigh their status as dead men in the public eye and how to outmaneuver Kichimura. When Kaneki thanks him for saving Amon, Takizawa says his purpose is served and that he wants nothing more to do with either of them, tossing over Amon's cross necklace to be returned to its owner. Kaneki throws it back, unable to accept it, and after Takizawa departs reflects that the man will not survive without something to anchor him. Elsewhere, Akira Mado wakes recalling the anguish in Kaneki's voice about his defection, and realizing a month has passed since the Rushima Landing Operation, rushes for the exit fearing for her cat Maris Stella, only for Amon to appear holding the animal and greet her awkwardly for the first time in years.
