Kaneki gathers with Tsukiyama, Nishio, and Yomo to plan the foraging that will keep Goat fed, mapping a route while wrestling with how to leave the 24th ward unseen, and Banjou believes a hidden passage exists. They accept that hiding forever is impossible and that Kichimura must eventually be confronted, though an all-out clash looks unwinnable. Chie Hori's intelligence names a mass execution set for April 23, raising the option of an ambush, but Shuu warns that Furuta may be baiting a trap that would leave their base undefended. Haunted by everyone he has already buried, Kaneki searches for a way to end things without losing anyone more.

When Touka steps in to greet him, Kaneki resolves to survive and shield her, and he tells Shuu and Yomo that the two of them intend to wed. The Quinx, meanwhile, argue over Yoriko. Saiko begs Urie to help her friend, but he answers that the chief's orders stand. Furious, she floors him, brands the CCG a slaughterhouse, and storms out declaring she is done.

Urie finds Saiko sulking on the swings and, rather than scold her, admits the organization has lost its way and that they should push back before they are branded criminals themselves. When she asks what happens if there is no path, he answers that they will simply become terrorists, and she smiles. Kaneki and Touka then hold a traditional ghoul wedding thrown together in haste, the guests glad and a tipsy Yomo needling Nishiki. Touka asks only for cake. On April 21, Goat launches a large foraging expedition aiming to stockpile half a year of provisions, while in his cell Hazuki reveals a beeping chip on his tongue and mocks the ghouls for not taking him along.

The chapter 2つの意味 (Futatsu no imi), Two Meanings, is the one hundred thirty-second of Tokyo Ghoul:re and ran in issue 2017-33 on July 13, 2017. Extensive flashbacks recall the many people Kaneki has lost, among them Ryouko Fueguchi, Shirazu, Arima, and Hide, framing his wish to end the conflict without further death.
