Still numb from his father's death, Urie recalls his disbelief that the CCG could condemn citizens at will with no one to stop it. Matsuri's leaked files hand him a lever, and he passes the information to outside bodies until the government and other organizations begin eyeing the bureau with suspicion. Enough external pressure, he reasons, would force even Furuta to yield. Iwao Kuroiwa walks with him toward the chief's office, and Urie, uneasy about exploiting so respected a man, frames the scheme as something close to a coup.

Asked why he would join in, Iwao says he heard the two were friends. Urie corrects him that Saiko, not he, was close to Yoriko, but Iwao waves it off. His late son admired Urie's drive and counted him a rival and companion, and Iwao sees his own boy reflected in the young investigator. Many in the bureau, he adds, feel the same, and he sees no cause to refuse such a capable ally.

While Banjou and Kaneki push through the foraging route, Tago keeps watch over Goat's 24th ward base during a card game with Fuka until a noise draws them off. Hazuki, having freed himself, kills Tago and downs Fuka. He recounts dislocating a joint to grow his kagune, then delivers a bitter tale of doctor parents murdered by ghouls, before driving his kagune through Fuka's mouth and killing him. Summoned by the CCG, he departs as Touka spots an Oggai swarm and hurries the children into hiding. Reaching Furuta's office, Urie moves to charge him with abuse of power and demands he prove his integrity. Furuta replies that proof needs witnesses, and Shikorae and Roma Hoito rise from behind his desk to strike.

The lengthy title, 3人分の死神を立たせておきました, renders roughly as I've Raised Reapers for Three People. It is the one hundred thirty-third chapter of Tokyo Ghoul:re, released in issue 2017-34 on July 20, 2017, and opens the thirteenth volume's confrontation between Urie's faction and the bureau chief.
