The still slumbering Kaneki lies wrapped around a skyscraper while hooded searchers sweep his surface with metal detectors. Earlier Touka told Marude about the ring she once handed Kaneki, and Juuzou confirmed having glimpsed it hanging at his neck. Kimi reasons that metal detection could pinpoint his hidden body, though Dragon's enormous bulk seemed to demand far more equipment than was on hand. Shuu resolves the shortage by phoning his father, Mirumo, who is already aiding the affected families; Mirumo in turn leans on a favor with Prime Minister Wakayama and has a vast supply of detectors rushed to the CCG. Marude marvels at the speed and wonders aloud whether Wakayama himself is a ghoul, since Mirumo claims to have known the man's father back in their student days. Even after being exposed publicly, the Tsukiyamas throw their resources behind the country, and Mirumo departs with quiet thanks, speaking as one citizen to another.

Back in the present, Amon combs one region of Dragon while Matsuri Washuu and Juuzou scour another, all of them likening the hunt to finding a needle in a haystack. Touka and Miza Kusakari move with a band of ghouls; Hinami notes she cannot track Kaneki by scent because the kagune's stench drowns everything out, and Miza voices a wish to look only on happy things from here forward. Miza's detector then spikes and she rushes toward the signal as Marude, aware the Quinx Squad is close, orders them to converge. As Urie, Saiko, Hsiao, and Higemaru close in, the group is suddenly torn into by Mutsuki, whose kagune lashes out savagely. The accompanying ghouls die at once, and Miza saves Touka at the cost of tumbling off Dragon herself. Touka holds Mutsuki off and demands to know why he keeps interfering; grinning, he shrieks that nothing matters so long as Kaneki never belongs to anyone else, and drives his kagune into one of Dragon's eyes.

The Japanese title Icchu is given in English as One Sacrifice. It references hitobashira, the old custom of burying a living person beneath a structure so the gods might guard it against ruin, a term later applied to workers killed by cruel and unsafe labor. The chapter appeared on December 7, 2017 in Issue 2018-01 and forms part of Volume 14.
