Summary

Furuta and Haise Sasaki review the probe into Sen Takatsuki. Furuta doubts she does anything beyond read and says he restored her room as best he could, but Sasaki suspects she will notice regardless. Amazed that Sasaki searched a private residence without permission, Furuta hears him argue that the outcome is the same whatever the method; Sasaki is prepared to accept demotion or any penalty, insisting there is no time to await approval for every step.

Their talk turns to the Quinx. Furuta reports that squad leader Urie mentors his members and has stacked up strong results, with Saiko backing him as deputy, though Furuta admits he has yet to meet any of them in person. He offers brief sketches of the newcomers. Touma Higemaru was judged to have great surgical potential before he even entered the academy and, like Koori Ui, comes from a wealthy family full of life-saving professions such as firefighters, police, and Self-Defense Force officers, leaving him with a firm sense of justice; at present he is losing a video game to Saiko. Ching-Li Hsiao, known in English as Ginny Shao, moved to Japan from Taiwan and studied in the gifted class at White Sun Garden, matching the talent of fellow alumna Ihei with an unbeatable knack for unarmed combat; she is seen stretching. Shinsanpei Aura, the seventh junior alumnus of the Academy, is the nephew of Special Class Kiyoko Aura through her younger sister, yet unlike his aunt, who graduated at the top of her class, he accomplished little of note despite his experience and potential; he is busy eating. Furuta adds that Mutsuki drifts between squads doing support work and is currently attached to the Hachikawa Squad.

On Rushima, Chuu Hachikawa, Ayumu Hogi, and Mutsuki cut down low-ranking Aogiri Tree members. When Chuu tells Mutsuki to stop toying with his kagune, he says he is conserving stamina. Spotting Scarecrow paddling away from the island by boat, Mutsuki wonders whether the figure belongs to Aogiri, and Chuu scolds him for dawdling.

At the Washuu Estate, Urie attends a dinner hosted by Matsuri. Finding the food oddly flavored, he keeps quiet to avoid giving offense and mingles carefully with the high-standing guests. Afterward he is introduced to Matsuri's wife, Iyo Washuu, and greets her politely, but their exchange is cut short when Matsuri wants a word and Iyo excuses herself. As Urie prepares a compliment, Matsuri bluntly calls her boring and explains his unwanted marriage: Iyo is the daughter of an old, distinguished family he was engaged to before leaving Germany, one he was expected to wed and made to write monthly letters. Matsuri envies Urie's freedom and abruptly asks when he intends to marry, catching him off guard. Urie says he will consider it while privately unsure. Matsuri muses that CCG investigators tend toward two extremes, marrying early like Kuroiwa or staying single like Marude and Aura, and recounts a story Akira told about her father Kureo Mado, who was taken into his professor's family after his proposal was refused by a woman unwilling to change her surname, likening her stubbornness to her daughter's. Urie says his work comes first, which Matsuri finds fitting.

Elsewhere, Ayato Kirishima asks Miza Kusakari whether she has seen Karao Saeki. Neither knows the purpose of an approaching assembly, and when Miza asks about Cochlea, Ayato admits he cannot even learn its guard rotations. Just before the gathering, Eto recalls her battle against Iwao Kuroiwa thirteen years earlier.

In her assembly address, Eto reveals to the Aogiri Tree that she is the One-Eyed Owl and the author Sen Takatsuki. She recounts leading a small band of ghouls in a raid on the CCG, most of whom died while a thick-browed, muscular youth tore off her arms, and a similar defeat the year before that humbled her overconfidence and led her to found Aogiri. Though the group now numbers in the thousands, its aim is unchanged: to build a better world for ghouls by tearing out the corrupt root behind the CCG, and she calls on those present to become the foundation for destroying the birdcage. She closes by insisting that, whatever others believe, she is not the One-Eyed King. The Hachikawa squad spying on the speech is spotted by Takizawa. Meanwhile, Arima approaches Furuta to say that V is calling and that the matter concerns Ken Kaneki.
