Inside Akihiro Kanou's laboratory, Seidou Takizawa sits recalling the Owl Suppression Operation. Kanou introduces himself and pulls back the cloak to expose a small, freshly regrown arm, explaining that Seidou has entered the early phase of ghoulification, which briefly boosts his Rc cells. Of sixty-three bodies recovered from the operation, only Seidou took, making him the sole successful Owl. When Kanou pronounces him a ghoul and Seidou starts to retch, the doctor is delighted, reading it as proof that a ghoul body now rejects ordinary food. He departs promising further tests, from scratching the stomach lining to inspecting the eyes and bodily functions.

Kanou intends to force Seidou through severe pain and mutilation to awaken his Rc pathways, sharpening his regeneration at the cost of a shorter life. He likens the process to the way the brain reroutes lost functions and to surgical grafting, marveling that damaged regions get compensated so the whole system endures by adapting. By repeatedly harming Seidou, he strips away human frailties while draining his lifespan, and he frames the entire effort as a reliable method for manufacturing another Ken Kaneki.

In the present at Rushima, Koutarou Amon slices off Seidou's arm as Akira Mado stays clear. Seidou reattaches the limb, kicks Amon into a wall, and accuses him of showing up only to protect Akira rather than to help kill Tatara. He lumps Amon in with Houji and Akira as people who want him dead, but Amon rises and objects, insisting he means to save his former subordinates, Seidou among them. Elsewhere, Kurona Yasuhisa moves down a hidden corridor while regrowing her arms, enters Kanou's lab to his welcome, and answers that she is home, papa.

A flashback details Kanou declaring Seidou the only surviving Owl of sixty-three test subjects and outlining his plan to induce regeneration through torture at the expense of lifespan, all to recreate Ken Kaneki. In the present, Amon severs Seidou's arm, is kicked into a wall, and declares he wants to save his former subordinates rather than kill Seidou. Kurona returns to Kanou's laboratory and greets him as her father.

Carried in issue 2016-40 on September 1, 2016, this chapter forms part of the ninth volume of the sequel series. Its Japanese title is Kuzu. The installment reframes Seidou as a victim of Kanou's experiments, exposing the deliberate cruelty behind his transformation and tying his origin to the broader effort to replicate Kaneki.
