Mr. Plastic is a Pro Hero from outside Japan, seen among the guests at the I-Expo reception in Two Heroes and again working the Humarise crisis in World Heroes' Mission. His Quirk is called Plastic Transformation, and almost nothing beyond that name has ever been revealed.
Gray runs through Mr. Plastic twice over, in spiky hair and in eyes of nearly the same shade, set on a well-built frame.
What he wears is closer to machinery than clothing. A pair of oversized mechanical arms with armored pauldrons swallow his real ones and strap to his upper chest with black cloth and brown bindings. A headset with two separate blue visors covers both eyes, and he wears loose belted pants.
Little has been shown of his personality.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
He attended the I-Expo reception on I-Island and was among the guests Wolfram and his crew took captive. Pressing the criminal leader on what he actually wanted got him knocked to the floor. He was freed once Melissa Shield took back control of the island's security system.
He later helps round up Humarise members at the group's Otheon base, and is present when the news agency broadcasts the accusation that Izuku murdered twelve people.
His Quirk, Plastic Transformation (プラスチック変形, Purasuchikku Henkei), is known only by name, though the inspirations behind his design imply the power stretches his body.
Mr. Plastic's Quirk is called Plastic Transformation, though almost nothing beyond the name has been revealed about how it works.
