Three years of swallowing his pride left one office worker with a plan, a copy of Destro's manifesto, and a Quirk that grows stronger the more humiliated he feels. Teruo Hazukashi took his clothes off in front of the commuting public. Hawks knocked him out before anything else could happen.
Nothing about Teruo stands out physically. He is an adult man of ordinary size with short brown hair that spikes upward, and gray eyes.
The outfit he chose for his revenge is the memorable part. He wore a long coat and a pair of knee socks, and nothing whatsoever besides.
Three years at one company left him carrying real resentment toward it, whether from unfair treatment or simple exhaustion at taking orders. The word he used for himself was bootlicker, and he hated it, calling the life suffocating before declaring it finished.
A copy of Destro's writing on liberation supplied the push. Acting on it meant degrading himself in public, which he was fully prepared to do, since degradation is where his power comes from.
His Quirk, Shame, scales his strength to his own embarrassment, and the only method he has for triggering it is stripping bare in front of as many onlookers as possible. That is exactly what he did on the day he announced that his three years were over and his employer was going down with him.
Whatever came next never arrived. Keigo Takami passed through and knocked him unconscious, so the ceiling of the Quirk went unmeasured; it never got the chance to build.

Teruo Hazukashi spent three years carrying real resentment toward his employer, calling himself a bootlicker and describing his life as suffocating. He decided it was over and set out to bring the company down with him.
Keigo Takami, known as Hawks, passes through and knocks Teruo Hazukashi unconscious before his plan can go any further. Because of this, the true ceiling of his Shame Quirk is never measured.
A copy of Destro's writing on liberation supplies the final push for Teruo Hazukashi's public act of rebellion. It convinces him that degrading himself in front of a crowd, the only way to trigger his Shame Quirk, is a justified act of defiance.
