Appearance

His hair is brown and unruly, his eyes black.

The original costume pairs a skin-tight, long-sleeved top in blue and white with orange gloves that the sleeves tuck into, worn over dark trousers and white boots. Its signature piece is a helmet carrying a blue visor and a fin shaped like a fish's.

Eight years past the Final War, the same design returns in heavier, armored form, with grays and silvers displacing the blues of the earlier version.

Kind, attentive, and thoroughly ordinary by his own reckoning, Manual wants to model what a modern hero should look like, and he gets through his work without drama or difficulty.

Volume extras note that he chose Tenya Ida as an intern because he saw something of himself in the boy. He is also sharper than his plain image suggests: he worked out on his own that Tenya had picked his agency specifically to hunt down Hero Killer: Stain.

Kohei Horikoshi has said he enjoys drawing Manual despite the character's minor billing, and the hero's own profile implies the name is a quiet joke at his expense. He likes balance and houseplants.

History

Manual took Tenya Ida on during the Hero Killer arc and used the position to press a point the young man did not want to hear: heroes hold no authority to arrest anyone or hand out punishment, their licence to use Quirks at all rests on regulation, and striking out alone as a vigilante is itself a major crime. He was drawn into the Hosu Incident and the Nomu attack that came with it.

His unnamed Quirk moves water that is already present rather than producing any of its own, and air pressure degrades that control, loosening his grip on whatever he is manipulating. The applications have proven more interesting than the raw power. Through the Paranormal Liberation War he steered eye drops for Shota Aizawa, letting Eraser Head hold Erasure open well past the dry-eye limit that normally forces him to blink. He repeated the trick for Neito Monoma during the Final War.

He served with the Hospital Raid Team at Jaku, fought in the assault on Tomura Shigaraki there, and stood among the heroes and trainees who faced him again in the Final War. The Vigilantes spin-off also places him at the Sky Egg bombing.

His surname combines the characters for water and island, while his given name joins characters meaning justice and standard, a pairing that can be read together as the word for normal.
