Luiz Carlos de Moraes
Voice ActorLuiz Carlos de Moraes is a Brazilian voice actor born in São Paulo in 1941 who has worked in dubbing since 1962. In the Portuguese dub of Fullmetal Alchemist he voices Philip Gargantos Armstrong, Berthold Hawkeye, and Scar's Master.
