Toneri Ōtsutsuki

Six magatama marks run across his collarbones like a carved necklace, sitting above pale skin and a mane of tousled white hair. His eyelids usually stay shut, since his own eyes were removed in a ceremony not long after his birth; he later set Hanabi Hyuga's stolen Byakugan into the empty sockets, where they ripened into the Tenseigan before regressing once he was beaten.

For dress he favours Otsutsuki clan garb, a white high-collared kimono bound with a black obi and crossed by a pale green sash over one shoulder, the branch family crest of a sun cradled in a crescent moon stitched across the back. His wedding regalia swaps this for a grey tunic and loose trousers under a long black sleeveless robe, all embroidered in gold, finished with a matching black turban and wristbands.

Toneri nurses a deep resentment of humanity for turning chakra into a weapon, and for a long stretch he means to punish the species by wiping it out, a design he calls the Thousand Year Plan and attributes to a thousand years of his branch family's will. He presents himself as calm and detached while pursuing that goal, though his conduct is riddled with contradiction, since he readily hurls chakra at Naruto and the Hanabi Rescue Team despite condemning others for the same thing.

Beneath the zeal sits a lonely man who has loved Hinata since childhood and dreams of taking her as his bride. He presses her to join him so she will be spared, indulges her once she seems to accept, and only turns cruel when he learns her acceptance was a ruse and the scarf she knitted was meant for Naruto. Years of company from nothing but obedient puppets left him with a blunt, unchallenged sense of right and wrong and little ability to weigh anyone else's feelings, a solitude Naruto recognises as close to his own.

His stubborn certainty breaks only after a brush with death. Once he grasps that Hamura never wished the world destroyed, genuine remorse takes hold, and he chooses lasting exile on the Moon so it can never again endanger the Earth, keeping a distant watch over the planet in the years that follow.

Toneri wields chakra on a scale likened to Kaguya Otsutsuki, enough to trade blows with Naruto even while the latter fights in a senjutsu-boosted Nine-Tails Chakra Mode. Blind from infancy, he reads his surroundings through a refined sense he describes as quicker and more detailed than sight, sharp enough to observe events on Earth from the Moon, and like Hamura he can slip into others' dreams to speak across great distance. He conjures a green sphere of chakra for many uses, reading minds, draining chakra from afar, or detonating it, and he can cast projections of himself, even channelling the sphere through them.

The clan's autonomous puppets answer his thoughts and can swarm an enemy, though they fall lifeless once the Energy Vessel that powers them is broken, and he can seize living targets directly by planting a chakra orb inside them. His medical knowledge stretches to transplanting eyes and mending grave wounds. After Hanabi's Byakugan matured into the Tenseigan, Toneri gained command over pushing and pulling forces strong enough to fling lunar boulders and haul the Moon itself toward Earth, plus a Tenseigan Chakra Mode that raises his strength, speed, and durability and lets him manifest nine Truth-Seeking Balls carrying every nature transformation. He spins them into a vast vortex, fuses them into a golden chakra blade able to split the Moon in two, scatters them as rapid barrages, and can even shape one into an ornate golden cage.
