Woop Slap

Slight of frame, wiry, and bespectacled, Woop Slap sports a faintly cleft chin and usually wears airy tropical garments crowned by one of his striped hats. What was once mere stubble in his younger years has filled out over time into a thick mustache paired with a goatee, and the years now leave him leaning on a walking cane.

By and large Woop Slap embodies the classic village elder: practical, lacking in humor, and thoroughly distrustful of pirates, with Shanks granted a reluctant partial pass. He ranks as Foosha's chief opponent of Luffy's piracy and has remained so well after the Straw Hats became famous across the world, brushing the crew off as "freaks." Even so, his attachment to the town and its residents, Luffy among them, runs deep, and that devotion has held him in the mayor's post for more than ten years in spite of his irritable streak. He is privy to the secret of Luffy's birth and lineage, and he unburdens himself mostly to Makino, the one person who seems content to listen to his complaints.

Not long once Gol D. Roger had been put to death, Woop Slap was already acquainted with a young Makino plus Vice Admiral Monkey D. Garp. After taking the mayor's office, he watched the Red Hair Pirates adopt Foosha as a welcoming harbor and grew uneasy about their influence on the town, all the more so once a seven-year-old Luffy, while among that crew, mistakenly swallowed the Gomu Gomu no Mi. When the Higuma bandits captured the boy, Woop Slap hurried over and even proposed paying ransom for his life, buying enough time for Shanks' crew to step in. A decade afterward he stood among the harbor crowd to bid Luffy farewell.

Word of Luffy's ascent vexed him at every stage, from the very first bounty through the strike on Enies Lobby and the toppling of Doflamingo, with the rest of Foosha rejoicing while he alone groused. Following the Marineford war he quietly questioned Garp about the missing Luffy, and he flatly rejected the idea that Garp had died when the veteran later vanished on Hachinosu. He likewise kept an eye on Shanks while pretending not to care, and felt proud that Uta hailed from the village. By the Egghead arc he was steadying nervous townsfolk and insisting that audio broadcasts sufficed whenever they pleaded for a visual Den Den Mushi.
