A Provisional Hero License is legal cover. It permits a student still in training to put a Quirk toward heroic work and be recognized for it rather than charged for it.
The Hero Public Safety Commission issues them, and there is exactly one way to earn one, which is to clear the exam that shares its name.
Function
The document itself looks like any ordinary ID card, carrying the holder's photograph alongside their hero name. What it grants is independence. The bearer can move on an emergency without a Hero directing them.
The exam behind it runs twice a year. A candidate who clears the opening stage and then falls short at the end is not finished with the process, and may sit for it again after three months.

Anyone who passes the exam holds one. U.A. High School let its first-years in the Hero Course sit for it ahead of schedule, which is not how the school normally operates; tradition puts the attempt in the second year.
