Chapter 9 (Vigilantes)

Akira Iwako is preying on civilians once more when Koichi Haimawari and Kazuho Haneyama reach the scene. Koichi assumed the man had been jailed, but Kazuho explains that a single offense was not enough to have him registered as a villain. Akira spots Koichi, remembers him, and spits out the name The Crawler, which delights Koichi. He draws the fight into an empty parking lot, where he stays ahead of the swings but notices Akira hits harder and moves faster than before.

Kuin Hachisuka observes through a bee perched on a car mirror. She supplied the drug TR-D2C and is measuring its effects on Akira; when classmates ask what she is doing, she says she is writing a report for her part-time job.

The punches begin punching craters into the pavement, and dodging gets harder. Koichi's foot slips into one of the holes just as Akira closes in, but a masked man with a katana intervenes and blocks the strike, which catches Kuin's attention. Several slashes open cuts across Akira's hardened body and he flees. Koichi thanks his rescuer and asks his name; the man identifies himself as Stendhal, a vigilante like him, then bounds away over rooftops in a display that leaves Koichi starstruck.

Back home, Koichi gushes about Stendhal and starts entertaining thoughts of buying a katana himself. Kazuho gets word from Ichimoku Samazu and Jube Namimaru that a formidable friend from Ichimoku's hometown wants to meet the vigilantes at his family's restaurant. Koichi is pleased that others share such a strong sense of justice, though Iwao Oguro disagrees. Kazuho accepts the invitation. At the restaurant, the senpai turns out to be Soga Kugisaki, to their visible dismay. Soga asks why they think so poorly of him, and Kazuho reminds him he once tried to rape and kill them. Annoyed, he decides there is no point talking, while Koichi wonders what he wanted to say.

Elsewhere, Akira runs through an alley when a thrown knife lands in his right eye, and more follow as he screams. Stendhal, the thrower, observes that Akira's Hardening fades as his focus breaks. The pain, he concludes, comes from a lack of conviction, and wielding power without it counts as a crime in his eyes. He delivers his judgment and cuts Akira down, killing him, while Kuin watches from above, impressed. With that done, Stendhal turns to his next target: Soga Kugisaki.

Kuin Hachisuka is confirmed as Akira Iwako's supplier, using him to field-test the drug TR-D2C.

Stendhal debuts, saving Koichi and revealing himself as a fellow vigilante before executing Akira for wielding power without conviction.

Soga Kugisaki reappears as Ichimoku Samazu's senpai, and Stendhal marks him as his next target.

Written by Hideyuki Furuhashi and drawn by Betten Court, this ninth My Hero Academia: Vigilantes chapter was published on June 10, 2017, runs 19 pages, and appears in Volume 2.

It sits in the Stendhal arc and was adapted as Episode 5 of the anime. Chapter 9.5 follows it rather than Chapter 10.

Koichi Haimawari, Kazuho Haneyama and Akira Iwako share the cover, and Chizome Akaguro debuts as Stendhal. Moyuru Tochi and Rapt Tokage appear only in pictures.
