Overview
Its name lifted from kobu, the Japanese word for encouragement or inspiration, this Paramecia power belongs to Belo Betty. Merely by cheering people on, she stirs the dormant potential inside them, lifting both their spirit and their bodily power. Since her rallying can reach many at once, she can shape whole crowds of average folk into a force sturdy enough to tip a battle her way, which is why the ability performs best in mass combat.
Mechanics
The power comes alive only when those around her choose to act, because rallying words mark the ceiling of Betty's sway: everyone she bolsters still decides on their own whether to hold their ground. Whether she can pump herself up with her own voice remains unknown, as does whether she can be selective, raising recognized allies while leaving outsiders be. Otherwise the ordinary Devil Fruit weaknesses hold. Standing as its thematic reverse, the Horo Horo no Mi drains its victims and robs them of the nerve to fight.

Belo Betty of the Revolutionary Army turned the fruit against the Peachbeard Pirates within the Lulusia Kingdom. Prodding the terrified townspeople to defend themselves, she flooded them with abrupt strength, and wielding nothing more than sticks they overpowered a Grand Line crew. The fruit, together with Betty's stance and her banner-lifting role, is believed to reference Eugène Delacroix's painting Liberty Leading the People.
