
Working as a handler for curse users, Shiu Kong is a broker who, in 2006, set up the contract for Toji Fushiguro to assassinate the Time Vessel Association's target, the Star Plasma Vessel. A year later he also helped Suguru Geto get his operation off the ground.
Of average build, Shiu keeps his black hair short, longer on top than along the sides and back, and sets dark eyes beneath thin eyebrows, with a mustache thinner still. His typical attire is an unremarkable black business suit, and a cigarette is rarely absent from his fingers.
Shiu presents himself as a polished, formal go-between for his clients, but he has a cunning streak to match. Rather than carry out an order to kill Misato Kuroi, he kept her alive and used the kidnapping to lull Satoru Gojo's group into a false sense of safety, all to Toji's benefit. He appeared close to Toji, yet drew a firm line, saying he would only ever keep company with him on business or in Hell.
Once a detective and a citizen of Korea, Shiu now plies his trade in Japan; lacking any cursed technique yet able to perceive curses, he operates inside the jujutsu world by brokering for curse users. He had known Toji for over a decade and had even looked after Megumi Fushiguro after the boy's mother died. As 2006 approached, he set up the association's contract and sat down with Toji to plot the slaying of Riko Amanai, the Star Plasma Vessel; addressing Toji as Zenin earned him a correction, since the man had shed that clan name. Over later meetings the two discussed the thirty million yen Toji spent wearing down Gojo, the fee structure, and Toji's scheme to throw weak curse users at Gojo's group as free labor. After Toji handed him the kidnapped Misato Kuroi with orders to take her away and kill her, Shiu instead flew her to Okinawa aboard the association's private jet, knowing her survival would create false security for Riko's entourage.
Once Toji assassinated Riko and brought her body to Shigeru Sonoda, the pair weighed what it all meant for the jujutsu world and for Master Tengen; Toji invited Shiu out to eat, but Shiu repeated that he would only associate with him on business or in hell. He later called on Suguru Geto at the old Time Vessel Association headquarters, ribbing Geto over his appearance and telling him to at least look the part for his group.
