The Panda is a Next-Level Villain grown in the Villain Factory's laboratories and pulled out of an incubation tank during a hero raid in My Hero Academia: Vigilantes. Trigger and experimentation left him a berserk animal, and the name is conjecture drawn from what he looks like.

Quirk: Unknown Panda Quirk
Status: Arrested
Occupation: Villain (former)
First Appearance (Manga): Chapter 49 (Vigilantes)
First Appearance (Anime): Episode 23: Zero Hour
Agency & Affiliations: Villain Factory

Appearance

He is exactly what the name suggests, a panda in every visible respect. The one departure from the animal is scale.

He is enormous, big enough that a hero of Fat Gum's size reads as the smaller figure beside him. His eyes are white.

Personality

Whatever he was before the Villain Factory got hold of him is unrecorded. What emerges from the tank is pure hostility: dosed with Trigger and worked over by the experiments, he lunges at anything within reach and does not distinguish between targets.

Eraser Head had anticipated precisely this. Going in, he assumed anyone the Factory had abducted and altered would come out swinging, which is why the response was immediate rather than cautious.

History

He surfaces in the Onomura Pharma Corp. Raid. Fat Gum, Monika Kaniyashiki, Eraser Head, and police units pushed into the company and found an unlit laboratory lined with oversized incubators. Two of the chambers split open, and the Panda and the Elephant came out of them. Eraser Head and Fat Gum put both down quickly.

The raid then went sideways. Another tank ruptured to reveal a Bomber, which Eraser Head shut down with Erasure before it could detonate, letting Fat Gum knock it sprawling. More Bombers tore free, and he cancelled every Quirk in the room at once and told his team to finish it fast. That was when he spotted Number 6 standing behind the creatures, smiling as he tapped an application on his phone and blew the top off the building.

The Bombers escaped skyward with the Scarred Man riding one of them, and the record of the Panda ends there. Since the heroes walked away from the explosion, the presumption is that he and the Elephant did too, and that both ended up in custody, either for study or simply kept somewhere until they could be brought down from it.
