Sameko went to hero school in Hiroshima with Rumi Usagiyama and came out of it a friend. Her Quirk gives her a shark's traits, right down to the fin on her head, and her one appearance in Vigilantes catches her losing Rumi to a fight in the middle of a school trip.
A dorsal fin rises from the top of her head and her teeth come to points, the clearest signs of the shark in her build. Beyond that she is a young woman with long dark hair, large round eyes, and a nose so slight it barely registers.
The series has not filled in much of her temperament. What her one appearance shows is a girl comfortable enough with Rumi Usagiyama to call her Ruko, polite enough to thank a stranger for directions, and quick to try to stop her friend from bolting toward a fight, though not quick enough.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Sameko studied at a Hiroshima hero school and befriended both Kameko and Rumi Usagiyama there. Her Quirk, unnamed in the series, hands her the attributes of a shark, though what it actually enables has never been detailed.
The three of them got lost in Osaka on a school trip while trying to reach the Tsutenkaku Tower. They happened across a young Taishiro Toyomitsu, who gave them the right directions before returning to his patrol, and the girls thanked him and prepared to carry on. Then Rumi caught the scent of a fight nearby. Neither Sameko nor Kameko could stop her before she leapt away toward it.
