Sam is older and heavyset, with short blond hair. His eyes are blue, on the rare occasions they open at all.

His wardrobe is straightforward business dress: a suit and tie, slacks, suspenders, and shoes.

The first impression is of a decent man. Sam backed David across his whole career and argued against the I-Island sponsors when they pushed to abandon the Quirk Amplification Device project. Staging a fake villain attack to recover it was his idea, pitched to David as the way through.

Underneath sat resentment. Sam held David responsible for letting everything they built be stripped away, and he was convinced his effort had earned him a reward. That conviction pushed him into hiring genuine criminals and handing the device to Wolfram in exchange for money. The villain double crossed him for it. Even after his own betrayal, David leaping in front of a bullet for him came as a shock.

Sam and David built the Quirk Amplification Device together, a headset that strengthened a Quirk without inflicting damage on the user's body or brain. It was still in testing when I-Island's sponsors grew afraid of what would happen if it reached the wrong hands, and governments worldwide leaned on David to kill the project. Sam tried to argue the sponsors around and got nowhere. The device and all their research were seized and locked in I-Island's tower.

During the I-Expo he was working with David when Melissa Shield arrived with Toshinori Yagi, and he left once David asked for time alone with his friend. Both scientists attended the reception party, which Wolfram's crew then invaded. Taken hostage in appearance only, the two were escorted to the Storage Room and worked together to open the slot holding the device.

The attack was their own staging, but David had believed the villains were hired actors. Melissa reached them, carried that far as Izuku Midoriya and his classmates fought their way up the tower, and the truth surfaced: Sam had brought in real villains and gone behind David's back to make sure his research finally paid. Wolfram then honored the arrangement his own way by shooting Sam. David threw himself into the bullet's path and saved his life, leaving Sam to ask him why.
