Sanctum

A heavy dark mustache dominates Sanctum's face, framed above by thin gold-rimmed spectacles. His black hair carries a white streak running down either side, with one thin lock standing up at the crown, and his irises are just as dark. Pale skin and a deep blue overcoat complete the look, the collar bearing a pair of slim golden bars set with three button-shaped epaulettes.

Everything shown of Sanctum points to a true believer. He coaches Jin Bubaigawara, freshly installed over the Black regiment, on winning his subordinates over by voicing the group's creed aloud, treating the doctrine as something to be spoken rather than assumed.

Conviction of that kind holds up under pressure. When Pro Heroes crashed the organization's stronghold, he moved to defend it without pausing to weigh the odds, which reads as nerve rather than recklessness given how long he had been carrying the cause.

Sanctum's roots lie with the Meta Liberation Army, where he counted among its longest-serving figures. Once that group folded together with the League of Villains, he carried his seniority into the Paranormal Liberation Front and took the first adviser's seat under Black, the regiment handling Vanguard Action Tactics.

Roughly two months ahead of the Paranormal Liberation War, he pulled Twice aside over the skepticism circulating among the regiment's rank and file about their new commander. That conversation sent Twice looking to Keigo Takami for guidance. When the Heroes finally descended on the Gunga Mountain Villa, Sanctum was among the advisers who met the assault directly rather than falling back. His fate afterward goes unrecorded: he may have been taken in at the villa, or he may have slipped away among the 132 who escaped in the chaos of Gigantomachia's rampage.

His Meta Ability has never been disclosed, and no measure of his combat strength exists. Rank is the only yardstick available, and holding the top adviser's post in Black implies capability beyond that of a typical Pro Hero.
