Thousand Eyes is an E-rank villain built entirely out of paper runes, one of the roughly seventy recruits Tomura Shigaraki assembled to hit the Unforeseen Simulation Joint. His Quirk, Curse, turns his body into paper he can fire as blades or shape into copies of himself.
Nothing about the figure is flesh. Thousand Eyes is a humanoid shape assembled from paper runes and studded with oversized red eyes: one sits on the face, another at the middle of the chest, a pair on each arm, and one on either thigh. His hands end in five blocky fingers, while his feet simply stop in squared-off stubs with no toes at all.
Almost nothing is known. That he was willing to march on U.A. High School and take on its staff suggests a healthy opinion of his own abilities.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Thousand Eyes joined the crowd of villains Tomura Shigaraki led into the Unforeseen Simulation Joint, which makes him a minor antagonist of that arc. Eraser Head stepped in to shield the students, and the encounter apparently went badly for him: he was presumably beaten with little trouble, then arrested once the Pro Heroes reached the facility.
His Quirk, Curse, converts him wholesale into paper runes, which he fires off as sharpened strands, shapes into duplicates of himself, or simply carries, since the material weighs next to nothing. He fights at middle to long range. The name Thousand Eyes appears only in My Hero Academia: The Strongest Hero.

Thousand Eyes' Quirk, Curse, converts his entire body into paper runes that he can fire off as sharpened strands, shape into duplicates of himself, or simply carry due to their near-weightlessness.
