Chapter 111

The villains in the exam exist because Hero Public Safety Commission Headquarters rewrote its structure around real scenarios, preparing future Heroes for genuine combat and putting the emphasis squarely on collaboration. Yokumiru Mera turns the change over in his mind and reads the intent behind it: with no second All Might ever coming, the Commission wants candidates who genuinely value working together. Help Us Company staff grade the rescue conduct while a hundred Commission members assess overall movement and proper Quirk use, one examinee each. Anything under fifty points is a failure.

In the disaster zone, Gang Orca and his crew open their assault. Shoto Todoroki and Inasa Yoarashi advance on them, while Izuku Midoriya is nearby alongside Yo Shindo, who uses Vibrate to break up the grunts' advance and buy separation. It works on some of them, until Gang Orca's Orcinus sends out a paralyzing wave that freezes Yo where he stands. A glacier of Shoto's ice slams into Gang Orca, who shields himself by shattering part of it. Fumikage Tokoyami, Mina Ashido, and Mashirao Ojiro arrive, with Mashirao reporting that they had been at the waterfront and that Tsuyu Asui is off in a nearby town with the bulk of Class 1-A, still running rescues. Inasa turns up and scatters grunts with his wind.

Commission observers approve of the rescue center's operation and of two combat-oriented students taking the villains head-on. Shoto tells Inasa to go help with the rescues; Inasa ignores him and blows a gale that scatters Shoto's flames, then complains that Shoto used fire at all. Shoto counters that his ice accomplished nothing. Inasa accuses him of hitting the villains first to hog the credit, which baffles Shoto, and pins the supposed selfishness on him being Endeavor's son. That lands badly, since Shoto sees no reason his father belongs in this exam. The grunts choose that moment to strike back, catching Shoto with a cement weapon while Inasa rides his wind clear.

The grudge has roots. As a boy, Inasa watched Endeavor take down a villain and came to worship him as proof of his own belief that Heroes burn with a spirit that moves people. He asked for an autograph and was refused and told to stay out of the way, and the rejection soured admiration into contempt. At the U.A. High School entrance exam some years on, he tried greeting Endeavor's son and met the same coldness. Neither Todoroki matches what Inasa thinks a Hero should be. Pinned on his right side by hardened cement, Shoto denies being anything like his father, admits privately that the hatred is still there, and shelves it to focus on the test.

Gang Orca questions the wisdom of bickering with a villain standing right there. Inasa declares he will never acknowledge either Todoroki as a Hero, and Shoto lets it pass. The two counterattack together, fire from one and wind from the other, and Inasa's gale throws Shoto's flames off course toward the paralyzed Yo. Izuku bursts in at speed and hauls him out of the way, then rounds on both of them, furious that a personal quarrel has put someone else in danger.

The Hero Public Safety Commission's redesign of the exam is explained as a push for unity among the coming generation of Heroes, with a fifty-point threshold to pass.

Gang Orca and his sidekicks begin attacking the examinees in earnest.

Shoto and Inasa go after Gang Orca, and their feuding, plus a total absence of coordination, wrecks their own attacks.

Inasa's history is revealed: a crushing brush-off from Endeavor as a child and a cold one from Shoto at the U.A. entrance exam, which explains his loathing for both.

Izuku saves Yo Shindo from a stray blast and angrily calls the pair out.

Kohei Horikoshi's chapter 111 ran in issue 46 of 2016 on October 17, spans seventeen pages, and appears in the thirteenth volume. It falls inside the Provisional Hero License Exam arc, between Chapter 110 and Chapter 112, and adapts as Episode 59.
