Deku's counterattack accomplishes nothing and the decay rolls on, prompting Uravity to note this is no ordinary shockwave. As Froppy watches everything turn to dust, Deku remembers Tomura's hand at his throat in the shopping mall before training camp, explaining exactly how the Quirk worked, and knows immediately whose doing this is. Shoto's Heaven-Piercing Ice Wall fails too, and Burnin orders a full retreat. Students flee with as many civilians as they can, Deku using Blackwhip to haul a busload clear, while Burnin gets no answer from the Hospital Raid Team.
Standing on a platform above what used to be the lab and the hospital, Tomura surveys the ruin, then notices the machine behind him with a hole smoking through it. Most of the Quirk-Destroying Drugs inside are wrecked, after all the effort Garaki poured into mass producing them, and he reflects that Overhaul will take the news badly. A throb runs through his skull and a broken voice says "stroy," which confuses him. Picking up Garaki's dropped phone, he finds he can now decide what his touch destroys. He also grasps that the assault on the Paranormal Liberation Front is what roused him. He calls Gigantomachia and orders everyone brought to the city, because he intends to wipe it all away. The giant answers with a roar.
At the villa, Fat Gum shouts after the departing Tsukuyomi, who calls back, and the sight of an unconscious Hawks alarms him. He tells them medics should be waiting behind the lines, then follows the pair into the trees. Elsewhere Cementoss, asked if he is alright, volunteers to break through Geten's ice, and Mt. Lady gets back up to repay him for the earlier hit. One hero in the pursuing group recognizes the man beside him as the one who supposedly captured Toga and Mr. Compress, and has his throat opened before he can react. The killer cuts through the rest, and the survivors realize Himiko Toga has been wearing a stolen face.
Dabi finds Mr. Compress watching the fighting from an intact balcony rail and asks where everyone is, and Compress demands to know where a lieutenant has been this whole time. He argues that an ambush would leave the heroes unable to operate, and Dabi asks if he plans on fleeing. Compress explains Toga bolted onto the battlefield after Twice's death, past every attempt to hold her back, her composure gone entirely. Her disguise melts away as she says the world as it stands leaves no room for her, that she wants one where she can live easily beside the things she loves, and that only heroes stand in her way. One of Gigantomachia's colossal hands bursts from the ground behind her while she glares ahead, unmoved. At the ruined hospital, Endeavor charges Tomura, who is ready for him.
Every student attempt to stall the Decay fails, forcing a withdrawal alongside the civilians.
The device X-Less wrecked had been turning out Quirk-Destroying Drugs in bulk, and most of the stock is now spoiled.
Handling Garaki's phone proves Tomura can now select what his Decay consumes.
