
Aboard the U.A. Flying Fortress the heroes are drowning in Tomura's endlessly regrowing limbs, and he pitches his vision of an equal world while they run. Dynamight has heard the speech before, and answers it with a brand new piece of support gear.
The fight on the U.A. Flying Fortress grinds on, Tomura Shigaraki's ceaseless tide of fingers wrecking the arena while he jeers at heroes for running. Weaving through the mass are Best Jeanist, Edgeshot and Mirko, plus Nejire Chan, Suneater and Great Explosion Murder God Dynamight, with Best Jeanist ordering everyone to keep moving so the growths cannot engulf them and the main body stays reachable. He adds that the hands are doing more than obstructing: they are why he cannot cut loose with his All Might grade speed.
Edgeshot tears out a section with a Pulp-Thread Throttle and watches it fill back in immediately. He questions how this can possibly not be a Quirk, since nothing natural grows like that. Tomura tells him it is simply the All For One Quirk bedding into his body, the accumulated Quirk Factors reshaping the flesh into whatever form best carries the power. With that body and that strength, he intends to build a new world, his own or something past him. He argues the world has already fractured beyond saving, that all it produces is misunderstanding and rejection, and that under his rule the exploited would finally be equal. Is world peace not the thing heroes always claim to be after?
Great Explosion Murder God Dynamight cuts in. He is not sure whether he is talking to Tomura or All For One at this point, and he has been sick of the pair of them monologuing since Kamino. He has also been priming his new toy the entire time he spent dodging. It is the Suppressive Heavy Mobile Unit, the Strafe Panzer, and it converts all that stored sweat into a saturation barrage of explosions across the arena, with a call to bring the main body down together. He runs the ledger in his head: Phantom Thief and Eraser Head using Erasure to strip Tomura's Quirks, Chargebolt and company feeding the Fortress power, Creati and her group keeping a floor underneath everyone. Then he thinks about Izuku, and about Tomura's line on incomprehension breeding rejection, and answers that he has already taken that lesson on board. Blowing away most of the fingers, he says he has already moved a step forward and knows people who keep pushing themselves, so he has no use for any of it. He charges in, and the Ultimate Move he lets fly is Howitzer Impact: Cluster.
Fighting aboard the U.A. Flying Fortress drags on, with the heroes dodging fingers and hunting for a path to Tomura's main body. Tomura explains the growths as his signature stolen Quirk bedding down in him and remaking his form.
A new support course item enters play for Great Explosion Murder God Dynamight: the Strafe Panzer, cannon-like pauldrons mounted on his shoulders that fire his explosions. It is also established that Eraser Head can still activate Erasure with only one eye.
The Guy Who's Made Some Progress is numbered 358 in the manga by Kohei Horikoshi. At thirteen pages it is one of the shorter entries in Volume 36, and it ran in issue 31 of 2022 on July 4 with Tomura Shigaraki on the cover.
The chapter belongs to the Final War arc and was adapted as Episode 148. Trivia observes that the Strafe Panzer resembles both War Machine's armour from Marvel Comics and the Plasmacaster weapon system used by the Predators. Horikoshi's author comment credits watching Sui Ishida's drawing stream while working with an improvement in his own art.
