Broad and physically commanding, Ibiki cuts an intimidating figure, his weathered head and features mapped with old injuries. He keeps his forehead protector worn bandanna-style over his scalp to hide burn scars, puncture wounds left by screws, and deep slashes, marks that testify to torture he withstood without surrendering information. The anime credits the long gash across his face to Aoi Rokusho. As a boy he wore his hair in a short silver crop, and during his own genin days he favoured a black outfit over chain-mail with a beige utility flak jacket and calf-high sandals. In his working years he dresses in a darkened Intelligence Division uniform beneath a black trench coat and gloves; a decade and a half after the Fourth Shinobi World War he switches to a lighter coat over a striped shirt.

Kakashi Hatake once branded him a sadist, and Ibiki lives up to the strict, unbending reputation. He treats pain as a language, applying it methodically in his interrogation duties, yet his own resolve is iron: even after Aoi Rokusho tortured him mercilessly he gave up nothing, a fortitude his tormentor later admitted to respecting. He is not without fear, having confessed to underlings that Orochimaru unnerved him in childhood, something inhuman wearing a human shape, and Kisame's slaughter of his own allies visibly rattled him. Beneath the menace runs a lighter thread. He startled Temari with a sudden shift in manner during the Chunin Exams, quietly let Kankuro's disguised puppet slide, and laughed on discovering he had passed a candidate who answered not one question. Reasonable when it suits him, he honoured Karin's demand for a pork cutlet bowl before talking, though he never let a sob story move him. He grew fond of Naruto's spirit and humour, cared for his brother Idate, and in the anime shows an easy rapport with animals.

Ibiki stands as a master of interrogation on both the physical and psychological fronts, central to how the village pries loose the secrets of prisoners and captured enemies. Armed with a complete grasp of human psychology, he can inflict immense suffering with no physical torture at all, seizing a person's spirit by assaulting the mind, and he reads deceit with ease, cutting straight through Karin's tangled tale. His reputation alone drove Kisame Hoshigaki to kill every comrade in the Cypher Division rather than risk them talking. In battle he leans on the Summoning Technique, calling up torture contraptions such as the Iron Maiden and a Torture Chamber, devices modelled after good-luck engimono statues; some inflict equal pain on the caster, which he ties to the notion of becoming equals through suffering. The manga adds his Shrimp Tie Technique and a Summoning: Execution Chamber. He hides tools on his person too, a shard of flint tucked in his molars for sparking flame and a small blade in his boot heel. Though he usually keeps off the front line, he carries real strength and stamina, once making Boruto howl by squeezing his hand at a tenth of full force and hauling boulders from the ground to swing at foes.
