Personality

Yotaka shared Akahoshi and Shiso's conviction that the village's rise to the top of the Five Great Shinobi Countries was worth gambling the safety of its own people, enough to justify killing the Third Hoshikage to restart the star training. Yet unlike the hardline Akahoshi, he carried reservations, questioning whether they had gone too far in slaying their leader and worrying over the harm being done to the village's children, and he tried to talk Akahoshi out of turning on the protesting villagers. When the killing was exposed, he floundered, foolishly protesting that he and Shiso had only assisted a little, which amounted to admitting his guilt outright.

History

After the Third Hoshikage halted the star training over its terrible risk, Yotaka and Shiso followed Akahoshi in demanding it resume, and when the leader refused they helped assassinate him, then spread the lie that he had sickened and died while Akahoshi crowned himself the self-styled Fourth Hoshikage. In battle Yotaka could use the Mysterious Peacock Method and lend his chakra reserves to bolster Akahoshi's techniques, and he was sharp enough to notice when Rock Lee and Tenten were tailing him. During the Star Guard Mission, after Akahoshi abducted Sumaru, Yotaka and Shiso were sent to fetch the Leaf ninja to aid the fight against Natsuhi. The trio later found the hidden meteor and ran into Naruto and Natsuhi, and Akahoshi drained Yotaka and Shiso's chakra to recover the star before fusing with it, catching the pair in his uncontrolled chakra. Once Akahoshi fell, Tsunade noted that he, Yotaka, and Shiso would all face severe punishment.
