Festa is a man past his middle years crowned by a large, dark afro. He dresses in an ornate buttoned coat layered over a buttoned shirt, with a belt strapped across his chest. Pinstriped trousers and boots round out the outfit, and a pair of glasses rests up in his hair rather than over his eyes.

Personality

Unhinged and consumed by ambition, Festa is a warmonger fixated on reshaping the world through his own scheming. To that end he plotted to close out the pirate age by elevating Douglas Bullet to the throne of Pirate King. He nurses a bitter, jealous resentment toward Roger, whose Great Age he regards as the grandest festival he himself could never stage, and he longs to bury that legacy and decide the world's future on his own terms. Easily worked up, he behaves erratically when excited, even bolting across a laid table to glimpse the arriving Straw Hats, and he guards his elaborate plans jealously, growing irritated when Cidre moved against Luffy, a man Festa wanted as a centerpiece of his Expo. His talent for organization underpins his title, shown in the sprawling treasure hunt he engineered, and he carries a flintlock pistol, which he once tried and failed to turn on Sabo.

History

In his prime Festa was a celebrated pirate famed for throwing lavish gatherings that doubled as hubs for underworld merchants and shady dealings, until the public came to assume he had long since died. He vanished into hiding for 22 years after Roger's execution, only to be found by former Roger Pirate Douglas Bullet. Together they obtained an Eternal Pose to Laugh Tale and spent two years preparing the Pirates Festival, where Bullet meant to lure the world's strongest to the Pose and slaughter them while Festa positioned him for the crown.

Festa tipped off the bounty hunter Cidre that both Bullet and Luffy would attend, only to learn Cidre's guild was already chasing the Straw Hats, and he was unimpressed when Luffy easily beat the hunter. Once the festival opened on Delta Island, he summoned a Buster Call from Marine Headquarters to trap every pirate present. Watching Bullet rampage from atop a tower, he broadcast the spectacle to the underworld Emperors and revealed they too were marked for death. When Luffy finally defeated Bullet, Festa despaired, then tried to ambush Sabo, insisting Luffy should have allied with him. Sabo cut him down with Hiken and captured him, and the Revolutionary Army later took him into custody.
