A sizable, heavyset man, Choco Police stands taller than Pudding. A pointed mustache splits above his lip and a matching black goatee juts from his chin. He tops his head with an enormous hat, cream-colored above brown edges, and dresses in a brown suit over a yellow button-up shirt and orange tie, with beige pants tucked into brown boots. A large pink floral ornament decorates the left side of his jacket.

Personality

Kindness runs through nearly everything he does. He urged Pudding not to wear herself out over the wedding arrangements and, believing her crushed by the ceremony's collapse, tried to console her on her return to Chocolat Town. His congratulations before the wedding, offered both in person and in spirit, showed how deeply the whole town wished her well. Duty matters to him too: he flew into a rage on finding Luffy and Chopper devouring the cafe, yet still let them explain and apologized once he thought the truth was clear, marking him as firm but reasonable. Like most of Totto Land, he never suspects Pudding's true nature.

When Luffy and Chopper wandered into Chocolat Town and ate an entire chocolate cafe, Choco Police confronted them, furious that they had not merely nibbled the walls but consumed everything down to the jellybeans, and declared them under arrest for "snackalism." Pudding swooped in on a flying carpet and scolded the pair for leaving too little behind, leading him to conclude they were demolition workers she had hired; he apologized, wished her well on her coming marriage, and left. Days later he danced through the streets celebrating early, and after the wedding fell apart he met Pudding's return with sympathy, fretting over Big Mom's hunger rage and reporting that the WCI 31 had arrived. Once word spread that Totto Land had been saved through Pudding's efforts, he wept with gratitude. He later resurfaced when Kuzan and Van Augur appeared in town, sending the citizens fleeing in panic.
