
Dogra is one of Dadan's mountain bandits on Mt. Colubo, part of the band on Dawn Island that raised Ace, Luffy, and Sabo on Garp's behalf. Small in stature and easily irritated, he stayed loyally at Dadan's side for decades.
What sets Dogra apart most is how little he stands, his short build paired with a face that almost always wears a put-upon scowl. He dresses in polka-dotted dungarees and, in keeping with the other Mountain Bandits, wraps a turban around his head. A sword sized to match him rides on his back, and he tends to keep a dictionary on hand wherever he goes.
In his post-timeskip showings he has been seen sporting headwear modeled on the hats of those he cares for, once a straw hat like Luffy's and later one resembling Sabo's.
Dogra holds genuine concern for Luffy, having pulled him from the water after Ace tossed the boy into a lake. He matches his fellow bandits in unwavering devotion to Dadan, sticking close to her for at least twenty years and weeping with the rest when she failed to return from the Gray Terminal fire. He clearly cared for Sabo too, reeling in shock at the belief that the boy had died at the hands of Saint Jalmack, and growing deeply troubled by later news concerning him.
Toward Dadan he plays the loyal subordinate, obeying her commands and quietly understanding that beneath her gruffness she treasured her foster sons, often amused by her happy tears over them. With Ace, Luffy, and Sabo he kept a watchful eye, took on the painful duty of carrying word of Sabo's apparent death, and was moved when Luffy openly voiced his love for them before leaving to chase a pirate's life.
