After laying out the contest's rules, he unveiled the search for Roger's fortune, hidden on a floating island that sat inside a bubble and was reached by way of a Knock Up Stream. He and Ann tracked the pirate melee with delight until a ship rode the stream up and detonated the island, leaving them stunned. As the crowd crashed into the bay below, Moderate caught sight of approaching Marine vessels and grasped that Festa had betrayed everyone, prompting him and Ann to flee. Once Bullet was beaten, the Marines rounded up Donald among many other pirates.
