Flapper

Made in the mold of his kin, Flapper is small, sporting a big fluffy tail and a needle-sharp nose. For clothing he favors a light red cap dotted with polka spots, a red sweater, gray trousers, and yellow boots. After Sugar's power caught him, he was turned into a small black bear, the same shape forced on the other dwarves who tried to attack her, and as a toy he was handed a vertically striped hat together with a sword and a shield.

Flapper turns out to be just as easily fooled as the dwarves around him, accepting Usopp's invented claim of being a legendary hero without a shred of doubt.

As with his people generally, Flapper can be presumed to carry their signature gifts of power, swiftness, and the ability to grow any plant, and he wields a sword and shield as well as a lance. Once Usopp and Robin had been hauled off to the Tontatta Kingdom, he became sure Usopp was the fabled hero arriving to help, and he blocked Leo from seizing Robin's belongings on the grounds that she was Usopp's friend. He teared up at Usopp's claim of descending from Mont Blanc Noland, then set out for the Flower Field hideout to plan Doflamingo's downfall. In Operation SOP the dwarves crept underground and advanced on the central tower where Sugar waited. Their charge at her collapsed, and Flapper was among those reshaped into bears and forced under her command to kill, until Usopp's hideous grimace knocked Sugar unconscious and undid the curse. He helped carry Usopp away from a raging Trebol, watched the freed slaves pledge themselves, and cheered the call to demolish the SMILE Factory. As Doflamingo's Birdcage tightened, Flapper's group rejoined the other dwarves, escaped to the King's Plateau, and chose to back Franky at the factory. They celebrated Franky's victory over Senor Pink, brought the factory down, and then used it to shove the shrinking Birdcage back. After Luffy beat Doflamingo, the dwarves wept for joy and saluted Kyros, later slowing the pursuing Marines by lifting their weapons. In time Flapper signed on with Leo's new Tontatta Pirates, pitched in to rebuild Dressrosa, and helped bring the drifting Pound back to port.
