Guilty Jury

Every juror is a towering, heavily muscled man. Their gear runs to spiked shorts, a helmet, and plates of armor across the shoulders, and the word Guilty is inked onto the left arm of each. Masks hide their faces, and they tend to be caught grinning with all their teeth.

The jurors are bent on condemning as many pirates as possible, indifferent to whether anyone they face has actually done wrong. Guilt is the only verdict they hand down, circumstances be damned.

As the panel that judges criminals delivered to Enies Lobby, the jury holds the power to rule innocent or guilty, and in the island's entire history not one accused has ever been cleared by them. The reason lies in their past: each juror is himself a pirate condemned to die, and having accepted that fate, they resolved to drag down as many fellow criminals as they could, branding everyone before them guilty. Physically they are formidable, swinging massive flails with enough force to wound even Yokozuna, the frog that routinely charges the Sea Train, though one of them was spotted and beaten with ease by Sanji.

During the Enies Lobby arc they first surface assaulting Gomorrah with their flails. One tried to strike the Straw Hats, only for Yokozuna to deflect the blow and Sanji to take him down. Two jurors then blocked Zoro on his way to the roof, while others squared off against Yokozuna and against Kiwi, Mozu, and the Franky Family in the courthouse towers. Zoro smashed through a floor to fell one menacing Nami and Chopper, Oimo and Kashii rescued Yokozuna by crushing his attackers, and the remaining jurors were finished off by Mozu, Peepley Lulu, Kiwi, and Tilestone.
